Is the RFI open for Nigerian companies only or if international EHR Vendors are allowed to apply as well?

Both national and international vendors can respond to the RFI.
If it is targeted only on national companies, can international vendors form a partnership with a Nigerian implementation partner to be eligible for this RFI?

Given this is an RFI, international companies can form partnerships with local ones, but they will be required to have statutory documentation by regulatory bodies in Nigeria. Please find this list on the statutory documentations sheet of the vendor questionnaire.
Surgical Data - Where is the surgery data inquiry indicated in the Functional and Non-functional sheet?

This dataset is yet to be defined.
DO-6 What are the privacy and security guidelines established by the Ministry of Health?

The prevailing laws governing privacy and security are defined by Nigeria's Data Protection Act, 2023
Within the Vendor questionnaire, there is a large amount of overlap between the requirements laid out in the functional and non-functional requirement tabs. We just wanted to make sure we have the correct sheets?

Will the vendor be required to purchase devices?

Vendors are not required to purchase point-of-care devices. Vendors however are required to tell us the minimum specifications of the point-of-care devices they will need for their EHRs.
On the Delivery capabilities sheet, DO-3, could you please clarify the term “time frame”? Are you referring to the frequency of new updates and releases?

Yes - here 'time frame' means how long would it take you to release an updated version. And it applies to updates, security patches, and material changes in technology
Is there an established price ceiling/budget for the CAPEX, OPEX, and Others?

No there isn't.
Statutory requirements: Are there any specific documents or supplementary materials listed in the vendor questionnaire (e.g., CAC certifications, affidavit, reference letter from the bank etc.) that should be included alongside the RFI?

While we don’t expect you to provide the physical evidence at this stage, we expect you to be able to show them by demo week if shortlisted.
